While adding annotations fields to a document, you can find some configuration options for different field types. One of this options is a checkbox "Required field". This checkbox allows the sender to control whether the field is mandatory to fill by the signer or optional. Note that this checkbox is checked by default. To make it an optional field, you can uncheck it.
